The year one ambition for organizations that opt-in is to measure, rank and benchmark them based on the number of employees. From 0 – 9; 10 – 99; 100 – 499; 500 – 999; 1,000 – 4,999; 5,000 – 9,999 and +10,000 employees. Participants, including companies that do business with Reframe AI Technologies or Reframe Consulting Services do not receive any preferential treatment. Companies cannot buy a spot on the list. This is not pay-to-play.

If a company earns a spot on The Reframe AI Cultural Maturity Assessment™ Top 50 List and Ranking, we only discuss the shared best practices it utilizes that helped it make the list. If a company does not make one of the lists, we do not reveal any information – including the company name.
TAXONOMY
A new and innovative approach to a decades old problem requires language that may or may not be familiar to most. Throughout the entire document methodology and user experience, we introduce new terms with definitions. METHODOLOGY
The Reframe AI Cultural Maturity Assessment™ is an instrument co-developed and validated with Fortune 500 organizations. It is an assessment tool that uses an algorithm that is based on more than 1,000 one-on-one interviews seeking to understand their organization’s level of change readiness and cultural maturity. A maturity model is a tool that helps people assess the current effectiveness of a person or group and supports figuring out what capabilities they need to acquire next in order to improve their performance.
THE REFRAME CULTURAL MATURITY MODEL™
In the case of the Reframe Cultural Maturity Model, it is the industry’s first maturity model that helps organizations understand the level of change readiness and inclusive culture. It is an attitude and behavioral based assessment that helps examine organizational gaps culturally as it is defined by social scientists. It is our belief and ambition that every organization seeks to assess their organization’s level of cultural maturity.
Users are asked questions scored based on their level of understanding of the inclusive Strategy, Structure, Segments, Systems and Solutions. This is referenced earlier as the five Ss.
The model captures empirical data to identify, assess and score an organization’s Strategy, Structure, Segments, Systems and Solutions and the resulting outcomes are then scored and modeled for their attitudes and behaviors impacting the organization. The following are five categories of data collected to measure, rank and benchmark participating users and employers.

The Reframe AI Top 50 Cultural Maturity Assessment™ Score List and Ranking is based on data obtained through users and organizations completing and submitting their response.
This assessment is one of the most extensive, data-driven analysis of organizational change required that reflects the Future of Work and Marketplace. The ambition is to help leaders align on the change approach, organizational practices for building inclusive experiences, human capital metrics and accountability, across small, medium and large organizations.
The assessment provides detailed insights into attitude and behavior metrics across several dimensions and intersectionality of users who complete the assessment.

DEVELOPMENT OF THE REFRAME AI CULTURAL MATURITY MODEL
This work is based on more than four years of research, development, testing and learning with Fortune 500 organizations. The automated machine now replicates what we’ve been doing via one on one interviews since 2017.
In the current ‘beta’ state, when a user submits a response to a question, that response is stored in the Reframe People Leaders Platform database, which can then act upon to generate the scoring based on weight of the response. It starts by scoring the user in each of the five categories of questions, viz., structure, segments, strategy, systems and solutions, using the following logic against all of their responses to the Reframe Cultural Maturity Assessment™.
Category scoring logic:
The logic works based on the following conditions:
- Minimum points to score in a question “Q_min”= 0
- Maximum points to score in a question is prefilled as a variable called “Q_max”
- Number of questions in category= and they are variable across categories.
- Variable named “” takes value of 1 for every populated question
Once the platform has looked at all responses for a specific user, it totals the points of the responses in each category. Next step is to score the respondent between 1 to 5 based on the criteria that defines 5 class intervals
All factors are judged against the following criteria:
- They needed to be rigorously developed based on sound statistical methods.
- They needed to capture the essence of specific workplace and marketplace practices
- They needed to have a sufficiently high correlation with the other factors of the same dimension—providing assurance that each one was measuring the same aspect of organizational effectiveness.
Data Collection
The Reframe AI Technologies Top 100 Listing and Ranking is based on empirical data obtained through users and organizations completing it on the Reframe AI Technologies software platform. Data is retained to allow for year-to-year comparisons.
HOW TOP USERS AND COMPANIES ARE MEASURED AND SCORED
In the case of the Reframe AI Technologies model, there are over 1,400 unique factors that fall into the five categories of corporate performance in measuring its level of cultural maturity across its Strategy, Structure, Segment, Systems and Solutions.
In calculating the Reframe AI Technologies Top 100 scores and benchmarking, a slightly different weight was computed for each category based on the degree to which it was found statistically to contribute to overall organizational effectiveness and performance.
Fundamentally, the model rests on the belief that all five categories are interrelated and influence each other over time—what social scientists call “reciprocal causation.”
Reframe AI Technologies has conducted longitudinal research to better understand how different parts of the model relate to one another—that is not the immediate goal of this ranking. Rather, the main purpose is to provide a “snapshot” of overall organizational effectiveness and performance at a point in time.
In the case of Reframe AI Technologies specialty lists, the same methodology, model and categories used for determining the Top 100 list are applied. However, we include only the relevant data points for the specialty list to power the specialty list rankings.
As a point of caution, care should also be taken when comparing results with those from previous years because the universe of companies analyzed can expand or shrink from year to year.
SCORING OF COMPANIES
Companies are scored by:
- Standardization of responses where it is needed, i.e., if the responses are counts, converting them into respective percentages. If the responses are dichotomous, create composite variables by adding all the dichotomous responses within a subcategory construct.
- Post step one, for most questions, we calculate the participant’s z-scores per standardized questions or the composite variables with the exception of a few where we calculate the ratio between the standardized percentages to the percentages from the latest available dataset available EEO dataset. For these groups, predetermined weights are assigned based on the ratio. In addition, for all the questions with a z-score, a constant term is added to the z-score to move the score toward a positive scale.
- The z-score and weighted data points are then further standardized using minmax scaler, which makes the data fall in the range of 0 to 1.
- In grouping the data, based on the sub-category of the survey and weights that particular subcategory carries, the items from step three are added and weights are applied. Weights for each subcategory are in the range of 0-100% (the weights add up to 100%), thus output from this stage is in the range of 0-100. These subcategories roll up to the five final categories, i.e., change approach, organizational practices for building inclusive experiences, human capital metrics and accountability. - These five final categories are again added with specific weights (in the range of 0-100%) to determine the company’s final score.
- Final score determines the rank position on the Reframe AI Technologies Top 100 and/or a specialty list(s).
Factor analysis was calculated to determine the validity of the survey categorization.
THE REFRAME AI TOP 100 LIST AND RANKING™ OUTPUTS
The following is an overview of the various lists derived from leveraging the data submitted by users and companies:
Top 50 Companies
Our first list (Summer 2025) will likely be composed of users and employers who had the highest overall aggregated scores as calculated using the Reframe AI Technologies algorithm. The results from companies making it into the Top 100 serve as the basis for establishing Reframe AI Technologies benchmark indices.
Specialty Lists
These lists are composed of employers whose data indicates they are performing at a high level in a specific area of workplace fairness or corporate social responsibility.

We apply the Top 50 ranking algorithm and methodology to identify the top employers within each of these specific cohort groups. The regional list is composed of companies that compete on a regional basis for talent.

Population of Ranked Companies
The Reframe AI Technologies Top 50 Cultural Maturity Assessment List and Ranking results are derived exclusively from survey submissions from users and employers across small, medium and large enterprise organizations are evaluated within the context of their employee size. Subsets of the same data submission are used to determine our specialty lists. Participants must:

Submit a signed letter by the CEO or U.S. Managing Partner, Chief Human Resources Officer (CHRO) or a corporate officer other than the Chief Equity Officer or person responsible for workplace compliance, affirming all data submitted is accurate.
Missing Data
To handle missing data, data is stored in two different formats: one for reporting and another for the algorithm. For the algorithm, most of the missing data is imputed by 0.
Thus, for part of the survey where we have percentages, imputing 0 would return 0%, composite variables are not impacted as they are summations and the addition of missing data or 0 has no impact. For reporting, the data is shown as is, except for certain cases where it breaks general mathematical rules.
Testing and Validating the Model
To build the model, Reframe AI Technologies utilizes multiple linear regression analysis to examine the relationship between measured variables (factors) and latent constructs. This approach allows for the analysis of the entire model simultaneously, including all factors captured in the assessment, as well as all five categories of corporate performance and overall organizational effectiveness. A series of tests are run to ensure:
- Construct validity (the degree to which the factors measured what they claimed to measure)
- Reliability (freedom from random error)

Taken together, the five categories reflect a single higher-level construct (organizational “effectiveness”) and that each has a substantial factor loading on the construct.
Future of the Model
Reframe AI Technologies is committed to a process of continuous improvement regarding the practices, methodology and processes for capturing, analyzing and reporting data related to the Top Companies competitions and benchmarks. While the underlying model framework (five categories), new factors may be introduced if they are determined to serve as better proxies for the associated practices, policies, programs and outcome metrics (human capital, workplace and marketplace impact).

HOW IT WORKS?
For private or public organizations looking to submit responses, we recommend an internal campaign ahead of the assessment submissions are encouraged for the best results. Below are instructions for submitting submissions in three easy steps!
The Reframe AI Cultural Maturity Assessment™ requires 20 – 30 minutes of your time to complete ~30 questions. Your responses will inform and measure your organization’s level of inclusivity and maturity across the following areas: Strategy, Structure, Segments, Systems and Solutions.
STEP 1
GET ORGANIZATIONAL ALIGNMENT AND AGREEMENT TO PARTICIPATE IN THE REFRAME AI CULTURAL MATURITY ASSESSMENT LIST AND RANKING.
- Share the Reframe AI Cultural Maturity Assessment with internal decision makers (Chief Executive Officer, Chief Human Resource Officer, Chief Diversity, Equity & Inclusion Officer and Legal) and get agreement by completing the Reframe AI letter of authorization here.
- Once the letter of authorization is received, the administrator will receive a link for approval to move forward with the assessment.
STEP 2
FACILITATE INTERNAL CAMPAIGN TO RAISE AWARENESS OF THE ASSESSMENT WITH KEY STAKEHOLDERS, HOW IT WORKS WITH A CAMPAIGN START AND END DATE.
- Involve leaders in Talent Management, Training, Procurement and Legal in completing the assessment to ensure a comprehensive and accurate submission.
- Once an awareness campaign letter is distributed, add the link to the Reframe AI Cultural Maturity Assessment for users to on-board and begin taking the assessment.
- It is important to establish a campaign kick-off date and campaign end date for users to submit their responses.
- A best practice is for the campaign to run 2 – 3 weeks with weekly reminders and if required, provide tracking and rewards for the number of completed assessments.
STEP 3
CAMPAIGN END DATE AND SUBMISSIONS CLOSE
- All submissions begin February 1, 2025 and close May 28, 2025.
- At the end of all submissions, all users receive individual scoring and for companies who opt-in their submissions are automatically entered into the list ranking.
- Once the calculations are in and the list with ranking is completed, organizations that opted in to compete for the listing and ranking will be notified before announcing.

WHAT IS THE CRITERIA TO OPTING IN AND TAKING THE REFRAME CULTURAL MATURITY ASSESSMENT™?
- Private or public organizations can opt-in to participate with employees based on the following categories: 0 – 9 employees; 10 – 99 employees; 100 – 499 employees; 500 – 999 employees; 1,000 – 4,999 employees; 5,000 – 9,999 employees and +10,000 employees.

WHAT IS THE SCORING RUBRIC?
Scoring utilizes a proprietary weighted algorithm based on company performance in five areas of an inclusive workplace culturally: Strategy, Structure, Segment, Systems and Solutions.
Categories are weighted in descending order, with human capital metrics weighing the most heavily. Outcomes are also weighed heavier than best practices.
WHAT IS THE REPORTING PERIOD FOR THE ASSESSMENT?
Most companies use the previous calendar year. For example, the 2025 assessment would use January 1, 2024 – December 31, 2024. However, you may use your company’s fiscal year as your reporting period so long as the timeframe for reporting is consistent year to year. We recommend using the calendar year to give you the most accurate comparative data.
CAN MULTIPLE USERS ACCESS THE ASSESSMENT?
Yes. Multiple users can have access to the assessment from a company.
DO I NEED SPECIAL SOFTWARE OR HAVE TO LOG-IN TO TAKE THE ASSESSMENT?
